P.T. BATU HITAM PERKASA

P.T. Batu Hitam Perksas ("PT BHP"), a limited liability company formed under the laws of the Republic of Indonesia, is owned by P.T. Tirtamas Majuntama (33.33%), P.T. Swabara Bumi (33.33%), P.T. Catur Yasa (22.22%), and P.T. Wahanaputra Aluraya (11.11%). PT BHP was established in 1989 to utilize the coal supply expertise of its shareholders for the development of PT Paiton. The shareholders of PT BHP are interlinked in other ventures including coal mining and terminal operations. The other sponsors will loan PT BHP their equity contribution for the Project, such loan to be repaid from PT BHP dividends from the Project.

Hashim S. Djojohadikusumo

Mr. Djojohadikusumo serves as President Director of PT BHP and, amoung other positions is President Director of P.T. Tirtamas Majutama, President Commissioner of PT Grafen Invesindo Finance, President Commissioner of P.T. Indonesian Bulk Terminal and Director of P.T. Adaro Indonesia. Before his involvment in various companies in Indonesia, Mr. Djojohadikusumo was a Trainee Finanancial Analyst at Lazard Investment Bank in Paris, France. Mr. Djojohadikusumo received his bachelor's degree in government - economic and political science from Pomona College in California. Mr. Djojohadikusumo is the brother-in-law of Ms. Siti Hariyadi, who is a daughter of President Suharto of Indonesia; Ms. Hariyadi has a 15% equity interest in P.T. Tirtama Majutama, which is one of the shareholders of PT BHP.

plan in East Java, Indonesia.

Enclosed are documents responsive to your request. Some of these
documents have been redacted, and the relevant exemptions are
noted directly on the document. Other documents are being
released in their entirety.

In conducting the search for responsive documents, we located
material that originated in other agencies. These documents have
been referred to the Export-Import Bank of the United States,
the Overseas Private Investment Corporation, and the Department
of State, for disposition and direct response to you.

Some documents are being withheld in their entirety. I have
enclosed a list describing the documents and the reason for
withholding them.

We are still collecting materials that are responsive to your
