This letter is an initial response to your Freedom of
Information Act (FOIA) request for all data on the Paiton power
plan in East Java, Indonesia.
Enclosed are documents responsive to your request. Some of these
documents have been redacted, and the relevant exemptions are
noted directly on the document. Other documents are being
released in their entirety.
In conducting the search for responsive documents, we located
material that originated in other agencies. These documents have
been referred to the Export-Import Bank of the United States,
the Overseas Private Investment Corporation, and the Department
of State, for disposition and direct response to you.
Some documents are being withheld in their entirety. I have
enclosed a list describing the documents and the reason for
withholding them.
We are still collecting materials that are responsive to your
request. Those documents will be forwarded to you as we receive
