SOFTWAR: Documents obtained by Freedom of Information requests
show that Vince Foster attended a meeting at the NSA
headquarters on May 2, 1993. What role did Mr. Foster have in
Clipper or at the NSA?
McConnell: Foster had NO NO NO NO role in Clipper. He never
went to NSA headquarters to meet on Clipper. The May 2, 1993
meeting at Ft. Meade is an annual event called "Law Day". It is
a dog and pony show for the power elite. I doubt that Foster
even knew what crypto meant. John Podesta was our contact
inside the White House.

None of the materials that I have reviewed
addresses when or how the files went from the White House to
Williams & Connelly.

we are on the basis of a lengthy meeting yesterday with Sue
Eckerd, and Bill Clements, finalizing our PRD and discussion
paper on exports for a restricted/modified principals meeting
on encryption that I hope can be scheduled for mid january.
Exports and digital telephony will be the two major issues on
the table. Ron Brown will attend for Commerce.
I will ensure that you have as much as you need on this
question. In return, I want to ensure that I am in the room
when this issue is raised in the context of EAA Tom
Kalil/Kyle have to be brought in as well. We need to ensure
that this is carefully coordinated. Unlike, telecom and
computers, this issue is the 500 pound gorilla for the
intelligence community so we need to make sure we are singing
off of the same sheet music.
We had a long meeting this morning in John Deutch's office on
encryption which included, Admirals, McConnel, Studeman. John
Podesta and other luminaries.
Next week, we should sit down and discuss all of this. I will
give you as much background as you may need. Clements and
Barth continue to work the issue for Commerce. Sue Eckerd and
I have established a good relationship all of this as well.
